Got the Carmel Turtle Shake. Amazing! Busy but service is really fast. No eating at the location yet.

They have other food there too but if your going to California I recommend you going to the Shake Shack. To answer your question no I don't think they serve the Shroom Burger.
You have an advantage walking up from the beach, because the parking lot is so small. You will be in front of all the cars waiting to get into the lot to eat.
Yes, there is a stairway up from the visitor center area of the state park. Just FYI, this does not appear to be a Ruby's any more. Still great food though!
Yes, outside table and chairs to eat at if you have a dog with you.
I believe so. It's a walk up area where you order food and all of the seating is outside, so I believe handicapped would be okay. Not sure about bathroom though.
